The term non-Contracting States refer to those States which have not ratified nor adhered to the Chicago Convention but that are Members of the UN or of a Specialized Agency. The only non-Contracting States are the Holy See and Liechtenstein.Member States

The following States were elected from among ICAO's 193 Member States to the Organization's 36 Member Governing Council during the 2022 ICAO Assembly. Australia, Brazil, Canada, China, France, Germany, Italy, Japan, United Kingdom and the United States.

Is the UK CAA part of ICAO

The CAA continues to exercise a full role as a member of intergovernmental bodies such as ICAO and Eurocontrol.ICAO also serves as a clearinghouse for cooperation and discussion on civil aviation issues among its 193 member-states.
