Is the EU a member of ICAO : At the ICAO Council (main executive body), where the EU has no status, the EU is represented based on an ad-hoc invitation (as Head of Office, the Representative of the EU participates in ICAO Council meetings in accordance with Rules 32 (a) and 38 of the Rules of Procedure for the Council).

The Republic of China was a founding member of ICAO.
