It's a narrative framework that introduces players to Geralt as he slowly pieces his memory back together while noodling around in the sociopolitical affairs of the land in a series of adventures that echo the themes and events of the books.So in other words, storywise it doesn't make any difference which games you do or don't play before Witcher 3, because Witcher 3's story will still be a mess in every & any case. I never played Witcher 1 & 2 and didn't feel like Witcher 3's story is a mess. And obviously hundreds of thousands of people didn't.

So if you really do want to play both, I would say you really need to start with 2, as it would be a shame for you to play it afterwards and have the experience, possibly (as I am sure some people would not care) ruined by the older engine etc. Then it was also the same when trying to play The Witcher 1.

The witcher game series handles much like the books. each game is it's own story, but each game has events and characters that relate through other games or books. because of this, you do not have to play one game to understand something in another. although it may make a little more sense.
