Plants vs. Zombies is definitely cartoonish in the way the zombies are destroyed, they actually fall apart in a rather comical way. As the player advances, the game gets progressively more difficult, which may be why Common Sense rated it for older children. There's very few to no challenge in the main levels. But once done for the first time, you unlock the survival mode. That's where you will find some challenge, tough even there it will take some times before it gets hard.About the app

Is Plants vs. Zombies scary
Frightening & Intense Scenes (6) The zombies are seen eating the plants close to them, nothing graphic but can be scary for younger players. Some of the zombies might scare younger players. The credits have a song which could be somewhat scary for young kids, but is meant to be comical.
Is zombies 3 kid friendly : The film is wholesome, with dancing and singing, emerging feelings, minimal kissing, no strong language, and violence that's not meant to be very scary. Zombies wear "Z-packs" that infuse their veins with blood and give them powers; they can sometimes turn into monsters.
The difficulty in these worlds is so hard to the point where you have to either grind, use power-ups or buy premium plants that are overpowered as hell. That is another problem with this game, the leveling system. OH MY GOD, I HATE THE LEVELING SYSTEM, the leveling system is just there because MONEY!!!!!
5-5 and 5-9 are worse in my opinion. 5-5 is one of the longest levels in the game despite only being 2-3 flags in length, with your only offensive plant being one of the worst in the game.

How do you dislike dancing zombies and werewolves With little to no violence, sound messages of acceptance, and catchy songs, Zombies 2 is fun and appropriate for the whole family!
Is Plants vs Zombies 2 harder than 1 : I love PvZ1 and enjoy replaying it. I just restarted PvZ2 after quitting years ago because it was so much harder it wasn't fun.

From developer's point of view it could be that the game have an issue with zombie wave management i.e. it adds too many zombies too soon and then tries to process them even when zombies are invisible or processing is unnecessary.
