CoH1's vanilla campaign is generally considered better, so singleplayer focused gamers tend to prefer the original. CoH1 has vastly superior mod support, making it the easy favorite among most modders. CoH2 introduced micro transactions and, at the very least, the perception of pay-2-win mechanics.
Is Company of Heroes 2 pay to win : No. The only thing you could consider "p2w" in an indirect sense is that you need the DLC to play all the factions and playing all the factions is highly recommended to get better overall in a "know your enemy" kind of way.
