If you're talking about buying RIGHT NOW, I would choose 1 over 2. Wait until the performance issues are worked out for 2. Also, the gameplay is pretty different, maybe not for the better. My single biggest issue with Cities: Skylines 2 is that, if you're not extremely careful about sculpting the terrain beforehand, your commercial, industrial, and low density residential lots will end up looking completely atrocious. Dumpsters leaning at impossible angles.
