In everyday speech, this level would be called “intermediate”, and indeed, that is the official level descriptor in the CEFR. Is B1 semi fluent

A B2 level of English would allow you to function in the workplace in English, and indeed, many non-native English speakers in international workplaces have this level of English. A person working in English at a B2 level will, however, lack nuance particularly outside his own field.

Is B1 conversationally fluent

People with a B1 level are able to have simple conversations on various topics as long as these topics aren't too complicated. They might have more difficulties understanding or writing the language.B1 (intermediate): Similar to a 12-year-old native speaker. B2 (upper-intermediate): Similar to a 16-year-old native speaker.
