I've always found two really challenging and have only beaten hard AI once, but I consistently lose. I bought age 4 recently and found the AI quite passive and within 20 game hours I've beaten it on hard. I just hit the 30 mark and I feel almost ready to beat hardest. The AI seems so easy!!!
