The town of Silent Hill West Virginia, is actually Centralia, Pennsylvania. In May 1962, the city had the local landfill burned in an attempt to clean up waste.

In the sequel, a cult is still trapped in Silent Hill, presumably for similar reasons. Vincent Cooper is apparently able to escape using a ritual. Sharon Da Silva was able to escape using the Seal of Metatron.

Overall: If your kid is mature enough to handle violence then age doesn't matter as long as they can realize what they're doing. Most kids 13+ are usually mature enough to play this, but if your kid is 11/12 and capable of staying calm with violent games then it's not a bad option.
Is it okay to skip Silent Hill 1 : Silent Hill 1 and 3 are directly related, 2 and 4 are more of a stand alone stories. It is still better if you played them all so you can appreciate the history and atmosphere of the town of Silent Hill, but it is in no way necessary to play SH 1 to enjoy 2.
