This is a confirmed problem with FaceTrackNoIR, even when the tool does not appear to be running at all. Solution: Uninstalling the software (from Add/Remove programs) fixes ETS2 and allows you to look around in the cabin with Mouse/Keys again.
To add to the above answer, in Europe the trucks are electronically limited to 90km/h. If you want to play by the book, then you'll drive at 90 max. If you want to speed over, you can indeed disable the truck limiter in the options, except for the external contracts. As mentioned already, Speed Limiter. You have to do jobs for it first to pay it. Also, you have to make sure you have enough money for fuel, damages and fines (at least fuel). If you've got all of that sorted (or a trainer/cheat engine), yeah. You can free roam.

The map scales in these two games only differ by a little, for that the map scale in ETS2 is 1:19 and the scale of ATS's map is 1:20.
