During the war, Ronan lost his father, his grandfather and his great-grandfather. I believe he is not a Kree. In Avengers Infinity War, they fought Thanos on his own home or planet, Titan. He himself is a hybrid of Eternal-Deviant.

Why is Talos illegal : It's strongly implied that the ban on Talos worship was expressly done in order to divide the Empire, weakening its overall strength to allow the Thalmor to more easily conquer it, should the war eventually resume.
