Why is Age of Empires 2 still popular : AoE II is about as good as RTS strategy games get — its perfect blend of tactical flexibility, gorgeous visuals, a wonderful soundtrack and intuitive interface combine to create a game that doesn't seem to age no matter how much time passes.
Age of Empires II, both HD and DE versions, are preferable to Age of Empires IV. The gameplay, mechanics, community, development history and even aesthetics look better. You are also able to emulate the factions of AoEIV with the present AoEII civilizations.

In my opinion, this is the greatest game of all time. A brilliant RTS with a highly active player base, beautifully crafted campaigns & scenarios and competitive online multiplayer. I think the game has always been worth to get, and especially now with all the improvements its received since launch, with the discount it makes perfect sense to get it if you like these type of games. And not to forget the new expansion that'll come soon, in my opinion it's just too good of a chance to miss out.
Is Age of Empires 4 easier than 2 : I've always found two really challenging and have only beaten hard AI once, but I consistently lose. I bought age 4 recently and found the AI quite passive and within 20 game hours I've beaten it on hard. I just hit the 30 mark and I feel almost ready to beat hardest. The AI seems so easy!!!
